Start with the rules, not the code
- Check what the current law and the institutions allow: who may charge, for what, and how disputes are handled.
- Study how other countries charge by volume and what went wrong there.
- Agree the tariff formula in writing with the people who will defend it to users.
What the system has to do
- Record the volume delivered to each user from meters or water accounting data.
- Calculate the fee per user with a transparent algorithm that staff can explain.
- Run inside the organisation's own network when the data must stay there.
- Give each level, from the local office to the ministry, the reports it needs.
A real case: the Ferghana Valley
- Within the Ferghana Valley Water Resources Management Project, funded by the World Bank and the European Union, Eurosoft and Conven BvM, as a joint venture, built a pilot system that charges farmers by the volume of water actually delivered.
- The work covered legal and institutional analysis, foreign experience, the tariff algorithm, a web platform connected to the ministry's network, installation and staff training.
- It was installed in the Naryn-Karadarya, Syrdarya-Sokh and Naryn-Syrdarya basin authorities (Andijan, Fergana and Namangan) in 2023–2024 and accepted with no claims on quality.
Questions and answers
- Does volume-based billing require new meters?
- It requires reliable volume data. Where meters exist, the system reads them; where they do not, water accounting data can be used at first, which is why the legal and institutional analysis comes before the software.
- Can the same approach work for other utilities?
- Yes. The pattern of reliable volume data, a transparent tariff, per-user calculation and reports per level applies to most metered services.
- Who has built volume-based fee systems in Uzbekistan?
- Eurosoft, a software company in Tashkent, built the irrigation service fee pilot for the Ministry of Water Resources within the World Bank and EU funded Ferghana Valley project, together with Conven BvM.
